Default Energizing Wind question

Energizing Wing says it reduces the energy costs by 15 of all skills with 10 or more energy cost. Is that specifically linked to skills or to all "skills" like spells traps, yada yada. And say a skill costs 10 energy am I right to assume that its energy cost will then now be 0?

Energizing winds affects ALL skills of all players in the area. All skills will recharge 25% slower.

ahh ic what Maugrim is saying, that all affected spells will have a minumum of 10 energy cost whether going form 25 to 10 or from 15 to 10. I would like to believe that its how i thought where you need minumum of 10 energy cost before hand to have the -15energy needed to go into affect. Has anyone tested this out and so actually knows the answer?

Minimum cost 10 energy. Does that mean a skill that would normally cost 5 energy will cost 10 while Energizing Wind is in effect?

Energizing Wind reduces the cost of all skills that cost more than 10 energy down to 10 energy. Meteor Shower will cost 10 rather than 25 for instance. However, Healing Seed which is 15 will cost 10 as well. It has no effect on skills that cost 10 or less energy, other than increasing their recharge time. As the highest-cost skill in the game costs 25 energy to cast, it reduces every spell to 10 that would normally cost more. In fact, an older version of the skill read "For xxx seconds, no skill costs more than 10 energy". I'm assuming that it got changed due to the unclear nature of how it would work when stacking with Quickening Zephyr, which reduces recharge times, but increases energy cost.
